I need a replacement fuse for my treadmill- S3.15A250v. Will this work?

Don't know. Mine was used to replace a fuse on an A/C Circuit board. The Amps for the fuse would be the same, but the other numbers could mean that the size, time delay, or some other feature might not work the same.

Will this work in a klipsch sub,that takes 3.5 250v fuse

I had purchased the exact same fuses for my Klipsch subwoofer, it didn't work at all. I found out it was not a fuse issue, but rather internal electronics that caused the fuse to blow. After contacting Klipsch and sending it in for repair the issue was sloved. There is a reason the fuse is in place, and a reason it will blow. Unfortunately you will have to fix the internal issue first, and swapping the fuse will not solve anything until you do so. I blew 2 fuses just trying to fix it myself.

I bought these to replace a T3.15L350v and they blow out why is that!

I don't have a definitive answer. You have listed a 350v (T3.15L350v) rated fuse and these fuses are listed up to 250v. Did you mean to say 250v rating? If it was indeed a 350v rating, what is the voltage of the circuit the fuse is protecting? If it is above the 250v rating of the fuse, then that is why it blew.
