This cable does not have 4 prongs in the side correct? ive bought 2 vga cables thus far and ive never been able to have dual moniters

There are 3 distinct types of DVI connectors. The 3 types are DVI-D (Digital only single link & dual link), DVI-I (Digital & Analog single link & dual link), and DVI-A (Analog), which yields 5 total connector patterns. When you look at the pattern of the female DVI connector on your PC it will tell you what connector you require to connect and then you need to find a conversion cable that has the male equivalent for your needs. If you are still confused as to which connector you require, do a simple online search for "DVI connector types". This gives you a variety of results, but simply look at one of the diagrams given that explains the 5 patterns. Compare those 5 to your connector and then look for a conversion cable that has a matching male connector. 
If you get the incorrect cable it will either not work or may not even allow you to connect it.
And these cables may be 1-way only, which this one is. It coverts DVI-D 24+1 (Digital only Dual Link) to VGA only. It will not convert VGA to DVI.
And if I understand your question about the "4 prongs", no, this cable does not have them. The connectors with "4 prongs" are Analog type connectors. The 3 connector types with 4 prongs are either DVI-I (single link & dual link) or DVI-A.

DVI-D out from PC to VGA in on monitor.  It's an *active* adapter which means it has a built in circuit that converts the digital DVI-D signal from the graphics card to an analog signal for the VGA monitor input.  Back-feeding the circuit trying to convert analog VGA to Digital DVI may work I have never tried it.  But that's not what the circuit was designed for and don't cry if it doesn't work or you toast your GPU or monitor.  Older graphics cards that had DVI-I (with the extra 4 pins) passed an analog signal on those 4 extra pins so you could use a non-active adapter and go both ways with those.

Will this allow my system to play in a 18-bit color palette? i'm currently using a dp cord and i can not play games that require 18-bit.
