What is the sampling rate of this rf emf meter?

The sampling rate is 1 second. Regards, Omni Controls Sales Team

Can this meter be used to measure emf fields in a far infra-red sauna. ideally should be less than 3 milligauss. if so, how do you set the meter up?

No, please note the highest frequency this device can deal with is 3.5GHz, far less than in far infra-red band.

Is this an adequate and reliable meter to measure RF generated from Smart Meters? Will I need something that measures in the Hz range first?

Yes, This is the best meter for RF generated from smart meters. No, you don,t need anything apart from this meter. If you want to measure signal in power frequency range such as EM field from power line, you have to buy another as this meter will not be suitable for low frequency application
