No, it is absorbed by the skin, particularly after a shower.

e45 cream or lotion which is for fair skin

Sorry but I do not know if there is special lotion for "fair skin". This was bought for fair skin, the cream is a little more oily, and takes a little longer to rub in as opposed to the lotion. But both have worked. I have not used this on the face.
