will this work to switch a vacuum system ?

This is a pressure control valve. It regulates air pressure to an air-operated device or equipment. If your vacuum is air-operated, then it will control it. If you are intending to route vacuum through this valve, it will NOT work.

Does this unit allow one to not only control air input, but does it have an air release? I am going to use it to control a jack, and it must release.

This pedal only applies pressure when you press it. When you release it the pressure goes away, didn’t work for my application. It wouldn’t work for a jack

If using it for a cylinder, does it vent the non-pressurized outlet (A vs B) to allow alternating pressure?

If by " vent" you mean that the unused port vents to atmosphere when the pedal is depressed or released, no. The unused port must be plugged if not used.

Full flow at each pressure. You need to be more specific. Buy it Hook it up and see for yourself. Most compressors do not exceed 125 PSI and given the inlet and outlet of the valve, there is no discernable drop in pressure from that of any other triggered gun in a sand blast cabinet. You won't be disappointed. Unless you are using this valve on some exotic esoteric piece of machinery that requires a specific pressure and flow (That's what a pressure regulator is for), then there is no further restriction than the outlet nipple from your compressor slave tank unless of course you are using 1 inch ID iron pipe that is part of a hard assembly infrastructure than you will receive full tank pressure and as much flow rate as you like right up to the 3/8ths inlet of the valve. It is possible the internal plumbing would contribute the resistance to about 10 feet of air line reducing the pressure insignificantly. it's a well made valve. BUY IT.
