Will this work with the farber castell tk 9400 clutch pencil with the 2.0mm lead?

I have the Castell tk9400, it works great

What are the two small holes for, and how do you use them?

Use it for either to obtain sharp or blunt point

Will this work for color pencils to get a very fine tip?

this sharpener is made to sharpen mechanical pencil lead 2mm. the only way i can see it woking for the colored pencil is if the lead is 2mm and you have stripped away all of the wood sorounding it.
