suitable for 18 month old 30" tall?

No, their feet will not reach. My 2 year old is 36.5" tall and cannot reach the pedals. He loves to sit and use his feet to propel forward but it's painfully slow...

I'm thinking of getting this for my grandson who will be 1yr old in 7 days.. He just started walking yesterday. Is he to young or small for this?

I think it would depend upon how large he is for his age and his physical development. The manufacturer's recommendations on Amazon's site for this product say 24 months to 6 years. My grandson was 19 months old when we purchased this for him. He's on the short side and could not reach the pedals but was able to sit on it and scoot around. I don't think at one year old this toy would have been appropriate for him. They do have similar toys with handles on them that allow you to push him around and later he can scoot by himself. This is a great toy, however, and he loves it. Since he wasn't able to take it on the plane when he returned home, we ordered the same one from Amazon and had it sent to his house. I think it is a great gift.

is it to small for a 4 year old

We purchased this for our soon to be 2 yr old son. However, our 4 yr old daughter loves it too. She is more on the petite side though. I would say that 4 yrs old would be the limit for this toy.

Does it actually come with the shades and bandana as pictured?

If only. I went to ebay and got a harley davidson t shirt. Didnt think to look for shades.
